P.C.P.O.A. Board Meeting Minutes 09/18/2005
The meeting was called to order at 3:00pm with the minutes from the P.C.P.O.A. board meeting of 7/24/05 being read and approved for the record. Board members present were Bruce Philipoom, Brad Redwine, Joan Gardner, and Rhoda Morrell. Jim White was absent.
Old Business:
Fall Social: Rhoda Morrell reported that a host location for the event had not been finalized. The date is firm for Saturday Oct.29th. A sign announcing the event will be posted the second week of October and Rhoda will advise details as to place, time, etc. to Brad Redwine.
Special Lighting District (SLD): Brad Redwine reported that Steve and Susan Daily had completed the petition process for the SLD and had obtained approving signatures from all but one of the property owners. The completed petition was hand delivered to Mr. Messersmith by Gene Gardner on 9/19/05. The county must now verify that the petition contains the necessary majority of signatures and all requirements have been met. The petitioned SLD will be placed on the February 2006 schedule for a public hearing to establish the new street lighting district. Lights should be installed sometime in 2006.
Resurfacing of Streets: No action to report on this issue. Brad R. intends to contact Bernardo Garcia at Hillsborough County about the possibility of having the neighborhood streets repaved. They were last resurfaced in 1988 or 1989 and are currently showing significant signs of deterioration.
Borrow Pit Status: Bruce P. reported that the request for a borrow pit permit for the property at the corner of Kingsway and Pruett Rd. has been appealed. The next hearing is to be held in County Center on 9/30/05 at 9:00am. Currently there is a new barrow pit on Taylor Rd. just South of Pruett Rd. from which dump trucks are hauling dirt daily.
Treasurers’ Report: Joan Gardner presented a report as of 9/18/05 reflecting a bank balance of $7471.37. Current 2005 membership stands at 45. This is the second largest number of members since its inception. Rhoda M. presented a bill for three welcome baskets she delivered.
Traffic Calming: Bruce P. reported that he had contacted the county about neighborhood traffic control. The county provided information about the process that exists for determining if there is a problem and if so what the solutions are. Basically the process does not apply for our neighborhood. It would appear, however, that perhaps the most practical solution is to raise the awareness in the neighborhood about the issue. Additionally, it is possible that the county would consider putting sidewalks in the neighborhood. Bruce will pursue the possibility with the county.
Board Members for 2006: All existing board members agreed to continue to serve on the board in 2006, if there are no volunteers for the new year.
Fall Business Meeting: The agenda items for the meeting will be as follows:
· Annual Treasurers’ report and membership update
· Special Lighting District and Traffic Calming Report
· Establish dues for 2006
· Solicit New Board Members for 2006
New Business: The heavy rain ( 8 inches ) which occurred the last week of August caused street flooding and several retention ponds to completely fill up and cover the outflow culverts. The “original” Pemberton Creek was completely full and flowing over the street at the intersection of Pemberton Creek Drive and Pemberton Oaks Ct. Baker Creek was handling the excess water from the ponds however the ponds at the Redwines and the Powells were grossly overfilled. The thinking is that there is additional water coming into/thru the neighborhood from the new subdivision Pemberton Oaks located to the east of us. The county has been contacted and is reviewing the situation.

The time and place of the next board meeting is to be determined by the new board for 2006.
