The first order of business was to establish that for any items put before the group for voting that only paid members would be able to cast a vote and only one vote was allowed per membership.
The webmaster, Steve Urgo, reported on the status of the web site. The content has exceeded the original server space for our monthly fee of $8.00. Additional space is required at a cost of $2.00 additional per month. It was discussed that someone had objected to having the picture of their home associated with their name and address so the picture was eliminated. Jean Derazio pointed out that the same combination of data is "public" information and available to anyone requesting it from the county.
Sharon Bolen next presented the Treasurers' report of funds available. The current bank balance was reported to be $8745.54, which reflected membership deposits through 2/27/00 and all expenditures for February. Current membership was reported as being up to 32.
Next order of business was a presentation by Sharon Bolen on "Pemberton Creek" signage upgrades for the neighborhood. Current thinking is that possibly 4 or 5 signs would make a nice improvement. Possible cost could be as much as $5k, based on preliminary information collected. A vote was taken, of those members present, and it was determined that the board should proceed in obtaining quotes which would be reviewed at a later public meeting when a decision would be made on how, or if, to proceed with the project. It was also noted that before any improvements were authorized it would be prudent/necessary to obtain owner permission or county permits for the entrance off Muck Pond Rd. as well as the wall area into the "second addition".
The next item discussed was an "Image Improvement Plan" for Pemberton Creek. Pemberton Creek is thought by many to be a neighborhood that "floods whenever there is heavy rain". The "image improvement plan" is to correct this perception. Three plans were presented by Jean Darazio as follows:
Attempt to change the image via newspapers,TV, etc.(use of media consultant). Work only with the Realtors in the county to change the image. Have public officials document what corrective actions have occurred since the "100 year event of 1988" in our general area as well as in Pemberton Creek specifically. This information could be complied into a document/fact sheet which could then be given to all property owners in Pemberton Creek as well as area Realtors. This information would be positive reinforcement to counter the disclosure statement a Pemberton Creek resident must make when selling their home/property relative to the area being prone to flooding.
All persons present voted to proceed with plan number three. Jean Darazio has volunteered to head this project with help from Jim Drapp and Anthony Haynes. All three will contact various county officials to obtain statements in writing. Jean D. will produce the final document as well as an article for publication in local newspapers.
Speeding limits in the neighborhood were next discussed. It was decided that the board would request the county to reduce the speed limits in the neighborhood, post new speed limit signs, and possibly place special warning signs such as "Children at Play", "Sandhill Crane Crossing", etc. Also, it was suggested that when people are observed to be speeding that they be personally spoken to or their actions be reported to the proper enforcement officials.
The Neighborhood Grant program was next discussed by Anthony Haynes. Basically this program helps fund improvement projects formally presented to the county through an application process. The applications are to be available at the end of March. Workshops will be held to instruct what is needed from a neighborhood and Anthony will keep the board advised of this process.
An image enhancement program for the neighborhood was next presented by Bill Powell. PEMBERTON PRIDE MONTH has been selected as the name for this effort and will run from 3/15/00 - 4/15/00. The objective of designating this period as Pemberton Pride Month is to encourage all homeowners to "take pride" in their home and property and participate in a "Spring Cleaning Effort" so the neighborhood can be formally showcased at the Spring Social to be held on 4/15/00. County officials, Realtors and the entire neighborhood is invited to celebrate the culmination of this effort with a social gathering and BBQ at the home of Bill Powell, 6704 Pemberton Estate Court, on Saturday 4/15/00 beginning at 3:00pm.
The Budget 2000 proposal was presented and approved minus the line item for media consultant. Total of approved budget is $3115.00. Additional moneys (reserves) were discussed and it was decided that the funds should be spent on capital improvements for the neighborhood. The proposed signage project is an example of a "capital improvement". It was also decided to "reserve" funds for operating capital since membership in P.C.P.O.A. is not mandatory and until dues are solicited and received the board needs capital to cover expenditures which typically occur in the first quarter of each calendar year. Such expenditures are the TECO lighting bill for the street light at the entrance off Muck Pond Rd., corporate filing fee each Jan./Feb. for P.C.P.O.A., etc.
